KATHMANDU, Oct 2: The Supreme Court has ordered the police to register a complaint and conduct necessary investigation into the incident involving the killing of a leader close to Netra Bikram Chanda-led Communist Party of Nepal (CPN).
A division bench of justices Anil Kumar Sinha and Hari Prasad Phuyal ordered police to register a complaint and order an investigation.

With the apex court’s order, a complaint will be registered against the then Home Minister Ram Bahadur Thapa and then Inspector General of Police Sarvendra Khanal. Kumar Poudel, Sarlahi District In-charge of the CPN led by Netra Bikram Chand 'Biplaba', was killed in a controversial 'encounter'.
After his death, his family members knocked at the door of the District Police Office, Sarlahi to register a complaint. A writ petition was filed in the Supreme Court seeking registration of the complaint after the police refused to register the complaint.
On September 28, the SC had ordered police to register a complaint and investigate the killing. Paudel’s wife Durga Devi had filed a writ petition against the then Home Minister Thapa and then Inspector General of Police Khanal.
