KATHMANDU, Sept 19: The Chief Minister (CM) of Gandaki Province, Krishna Chandra Nepali Pokharel, has said that the provincial government has been successful in establishing itself despite limited resources and means.
On the occasion of Constitution Day 2079, Chief Minister Pokharel in his message issued today, said that despite the realization that the provincial level was not able to work as desired due to insufficient financial resources, transfer of authority and delay in manpower management, the provincial government has been successful in establishing itself.

In the message, he mentioned that the transfer of certain rights in the constitution to the provinces is being delayed, and he mentioned that the provincial structure is a special feature of federalism.
Stating that the constitution is a document of political consensus based on legal principles, he emphasized that efforts should be made to address their needs along with the implementation of the civil rights mentioned in the constitution.
