Province 2 forwards legal process to hire staff on its own

JANAKPURDHAM, Oct 6: As the federal government did not pay much attention into arranging required staffers, Province 2 government has forwarded the procedure for appointing staff in contract basis on its own.

JANAKPURDHAM, Oct 6: As the federal government did not pay much attention into arranging required staffers, Province 2 government has forwarded the procedure for appointing staff in contract basis on its own.



On Thursday, Minister for Internal Affairs and Law in the province, Gyanendra Kumar Yadav, presented a bill in the provincial assembly on behalf of Chief Minister Lal Babu Raut regarding the appointment of staffers in the administration.


"As the federal government is still in confusion over the appointment of staff and the provincial government has not yet formed Public Service Commission, we decided to forward this bill," said Minister Yadav while addressing the meeting.

When Yadav presented the bill, both the ruling Nepal Communist Party (NCP) and the opposition parties in the assembly endorsed the bill.


However, Satyanarayan Mandal of NCP stated that the province should not make any legal decision which clashes with the central government.


"The country has already entered federalism. The provincial government should not have introduced this bill when the federal government is making preparations to hire staffers as per the rule," said Mandal.


Meanwhile, Ramsaroj Yadav of the main opposition Nepali Congress (NC) stated that this bill was necessary. "No government can run without staffers," said NC leader Yadav, adding, "There is no denying that the federal government failed in staff management. This bill was required for the operation of the provincial and local governments."


According to law Minister Yadav, immediate appointment of staffers is very much important as to make people realize the existence of the new government.


“The federal government has tied our hands," said Minister Yadav, adding," In this situation, we have no alternative other than hiring staffers in contract basis."
