KATHMANDU, Oct 17: Talks scheduled for Tuesday between the representatives of Dr Govinda KC and the government could not be held after a draft of an agreement prepared by the government team was rejected by Dr KC.
The government team prepared the draft agreement on Monday aiming to address the seven-point demand raised by Dr KC. "Dr KC rejected the draft as it did not address the demands properly," said Dr Abhishek Singh, coordinator of Dr KC's talks team. "The draft includes only promises without any mention of any actions to be taken and deadlines," he added. "Although his condition is already critical, he has refused to compromise on his demands."

"The government is not serious about addressing the demands. Dr KC wanted to meet the government team today [Tuesday] but they did not show up," said Dr Singh, adding, "So we did not go for talks."
"We demanded immediate action against corrupt officials of Kathmandu University and Tribhuvan University as well as investigation against Nepal Oil Corporation Managing Director Gopal Khadka by the Commission for the Investigation of Abuse of Authority," he added. "Now we want to discuss the demands with the prime minister."
Joint-secretary Dilli Ram Rimal, a member of the government talks team, said that they waited for Dr KC's talks team on Tuesday but in vain. "We included the possible solutions to the demands and it is up to the government to do the rest," he said, adding that they will visit Dr KC on the day he breaks his hunger strike.
Dr KC has been staging his 13th fast-unto-death since October 5 demanding crucial reforms in medical education.
